城市政治学视角下的中国特色国际化城市治理

International Urban Governance with Chinese Characteristics from the Perspective of Urban Politics

国际化城市在全球资源配置和城市网络体系中发挥着重要作用,也是国家竞争力的重要载体。基于改革开放以来的理论和实践创新,中国已经基本形成了一套具有特色的国际化城市治理的本土化方案。中国特色国际化城市治理的核心内涵是把城市治理的标准和要求提升到国际一流水平,同时有序可控地融入世界城市体系和参与全球治理。其基本框架主要包含国际化城市的政务管理、社会治理、公共服务3个维度。这3个维度各有其内在要求和治理特点,反映了政府权力在行政管理、政社互动、公共服务等不同领域的差异化运行机制。国际化城市治理的中国方案,是不同于欧美发达国家城市治理模式的差异化类型,丰富了世界城市建设的理论和实践。

International cities play an important role in global resource allocation and urban network systems,and are also important carriers of national competitiveness.Based on the theoretical and practical innovations since the Reform and Opening,China has basically formed a set of distinctive localization solution for internationalized urban governance.The core connotation of internationalized urban governance with Chinese characteristics is to raise the standards and requirements of urban governance to international first-class levels,and to participate in global governance in an orderly and controllable manner.Its basic framework mainly includes three dimensions:government affairs management,social governance,and public services in international cities.Each of these three dimensions has its own inherent requirements and governance characteristics,reflecting the differentiated operating mechanisms of government power in different areas such as administration,government-society interaction,and public services.The Chinese solution for international urban governance is a different type of urban governance model from developed countries in Europe and the United States,which enriches the theory and practice of world urban construction.
