摘要
实现高校采购内控的信息化管理,将成为高校信息化建设的一项重要内容。文章首先着重分析了高校采购内控信息化管理平台开发的现实意义;其次结合高校采购实际情况,特别是采购内控管理的主要业务流程,探讨了管理平台设计应遵守的实用性、安全性、灵活性等几项原则;最后通过所建立的管理平台架构体系,具体分析了管理平台的预算管理、采购申请、采购执行、合同管理等主要模块及功能。
Realizing the informatization management of internal control of procurement in colleges and universities will become an important content of the informatization construction of colleges and universities.This article first analyzes the practical significance of the development of internal control information management platform for university procurement;then combines the actual situation of university procurement,especially the main business processes of internal control management for procurement to discuss the practicality,security,and flexibility of the management platform design principles;finally through the established management platform architecture system,focus on the management platform’s budget management,procurement application,procurement execution,contract management and other major modules and functions.
