存量规划背景下城市更新策略——以哈尔滨市地铁1号线为例

Urban Renewal Strategy under the Background of Inventory Planning--Taking Harbin Metro Line 1 as an Example

当前,国内许多城市的规划进程从增量规划转入存量规划,城市的发展不应贪大求快,应追求城市空间的优化。从增量规划转入存量规划后,城市经济发展、城市发展建设迫切需要建设用地,但存在发展空间不足的问题。如何让城市"戴着脚链跳舞",在限制中谋求发展,成为城市发展过程中需要思考的问题。城市更新理念的出现为发展提供新的思路,通过容积率的奖励与转移等手段为发展提供措施。文章以哈尔滨市地铁1号线为例,探讨如何通过轨道交通组织哈尔滨市城市更新。

Many cities in China has shifted from incremental planning to inventory planning now.The development of cities can’t only focus on speed,but also the optimization of urban space.After urban development is transferred from incremental planning to inventory planning,it is faced with the problem of insufficient space for development,which requires land for economic development and urban development and construction.How to let the city"dance with foot chains"has become a problem that needs to be considered in the future.The emergence of urban renewal concept provides new ideas for development and measures for development through incentives and transfers of volume ratio.Taking Harbin Metro Line 1 as an example,this paper discusses how to organize urban renewal in Harbin through rail transit.
