跨境电商推进“一带一路”倡议“五通”的实现机制初探

Research on the Implementation Mechanism of Cross-border E-commerce Promoting the "Five Focuses" of "the Belt and Road" Initiative

本文主要探讨跨境电子商务推进"一带一路"倡议中"五通"的实现机制,以信息流、物流、资金流、人际交流"四流合一"的跨境电商体系,建立跨境电商与"五通"的互动关系模型,并对我国与"一带一路"沿线国家跨境电商合作的基础条件展开分析。研究发现:跨境电商与"五通"发展表现出动态并进、互相促进的关系;"五通"为跨境电商发展提供了基础条件;跨境电商发展是21世纪信息经济中贸易畅通的升级表现,又有利于促进资金融通和民心相通。

The paper discusses the implementation mechanism of cross-border e-commerce(CBEC) promoting five focuses of the Belt and Road Initiative. Based on the CBEC system integrated of information flow, logistics, capital flow and interpersonal communication, this paper sets up a model of the interactive relationship between CBEC and five focuses, and anylyses the basic conditions of CBEC cooperation between China and countries along the belt and road.This paper finds that: there is a dynamic and mutually reinforcing relationship between CBEC and five focuses, the five focuses provide basic conditions for the development of CBEC, and the development of CBEC which is a manifestation of unimpeded trade in the information economy in the 21 st century also conducive to financial integration and people-to-people bond.
