试论我国海洋公共治理转型困境

On Transition Dilemmas of China Ocean’s Public Administration

海洋公共治理在政治学上是一种广义的治理活动,在新时期,面临着复杂的海防形势,超出海洋行政(综合)管理的概念内涵,对当下的治理活动提出了现代化转型要求。当前我国海洋公共治理是一种基于海洋局的权限分散于国务院各部委的职能局治理结构,同时法律制度尚未形成体系,这给我国海洋公共治理带来困境,亟须转型。

Ocean public administration is a general governance action in politics,which has a conception deeper than that of ocean administration,facing complex ocean defense situation in a new era,which brings the requirements for the modernization of governance transition.Nowadays,our ocean public administration structure is a bureaucracy governance constitution based on the national ocean functional department with its authority separated among many departments of the State Council and also the laws and institutions in ocean public administration are integrated which brings dilemmas and needs urgent transition.
