分析传统高校研究生招生政策运行机制的现实困境:单一主体走向多元主体后的博弈;多元主体参与中的利益表达偏误;改革环境下政策制定和执行中的冲突。以政策网络理论为突破,分析多元参与主体利益表达下的网络关系,探索通过协商共治、构建互信机制等方式,重构研究生招生政策运行机制。

This paper discusses the practical dilemma of the operation mechanism of the postgraduate enrollment policy in universities.They are the game after single subject moves toward multiple subjects,the interest expression errors in the participation of multiple subjects,the conflicts in policy formulation and implementation under the reform environment.Taking the policy network theory as a breakthrough,it analyzes the network relationship under the expression of multiple participants'interests,and explores ways to restructure the operation mechanism of postgraduate enrollment policies through consultation and co-governance and construction of mutual trust mechanism.
