我国创新政策落地评估——基于六城市调查数据分析

Evaluation of China's innovation policy implementation-based on survey data from 6 cities

创新是第一动力,创新决胜未来。党的十八大以来,以习近平同志为核心的党中央高度重视科技创新。相关部门和地方政府认真贯彻落实习近平新时代中国特色社会主义科技创新思想,出台了许多鼓励创新的政策措施。为了摸清创新政策的落实情况和突出问题,分析影响创新政策落地的关键因素,本文选取了六座创新发展较突出的城市,调查了创新主体对创新政策的获得感。调查发现,创新主体对创新政策的实施效果评价相对较低,且城市差异明显,创新政策数量过多、缺少实施细则等因素制约了创新政策落地。

Innovation is the primary driving force,and will decide the future.Since the 18th CPC National Congress,the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to technological innovation.Relevant departments and local governments have conscientiously implemented the thought on scientific and technological innovation of socialism with Chinese characteristics for a New Era,and introduced many policies to encourage innovation.In order to find out the implementation status and prominent problems of the innovation policies,and analyze the key factors of the implementation of the innovation policies,this paper selects six cities with outstanding innovation development and investigates the innovation subjects on the perception of the innovation policies.The survey finds that the evaluation of the implementation effect of innovation policies by innovation subjects is relatively low,and the differences between cities are obvious.Both the excessive number of innovation policies and the lack of detailed implementation rules restrict the implementation of innovation policies.
