From the Margin to the Core of Customs Administration:Re-interpretation of Border and Border Management

从现代海关设置和管理的角度来看,口岸是海关设立的空间和实施管理的主要载体,口岸管理是海关管理的重要外延;口岸是海关管理的起点和终点,海关管理是口岸管理的核心内容。在这一意义上,口岸与口岸管理应作为海关管理学科的基础性概念加以深入研究。在当下,口岸管理与海关管理正处于一种相互重叠、互相融合的发展态势。本文从口岸的起源与演化出发,重新阐释口岸与口岸管理的内涵,探讨口岸与海关之间的共生共存关系,分析口岸管理与海关管理融合的可能性与可行性,提出了口岸管理应在海关管理学的框架下与海关管理融合发展的观点。

From the perspective of modern customs setup and administration,border is the very space where the customs is located and the main medium through which the customs administration is conducted,and the border management is a critical extension of customs administration.Border is both the beginning and the end of customs administration,while customs administration is the core of the border management.In this sense,border and border management should be further investigated as a basic concept in the discipline of customs administration.At present,border management and customs administration present an overlapping and integrating momentum.Departing from the origin and evolution of border,the paper suggests new interpretation of border and border management,probes into the co-existence and symbiosis of border and customs,analyzes the possibility and practicality of integration between border management and customs administration,and proposes to integrate border management into customs administration under the framework of the science of customs administration.
