摘要
文章提出了一种基于双层犹豫模糊语言理体系的治理效果进行评估。首先,根TO据PS现IS方法的多目标优化决策模型(有雾霾治理措施构建评价指标D体H系HF,L然-T后O选PS定IS),对我国现有雾霾治所要评价的城市,邀请专家用双层语言术语给出复杂的语言评价,利用双层犹豫模糊语言知识将其转换成具体的评价值,进而运用改进的离差法确定各专家在不同指标下的客观权重,综合各专家的评价值,运用熵值法确定各指标的权重,最后运用TOPSIS法对选定城市的雾霾治理效果进行排序。
This paper presents a multi-objective optimization decision-making model(DHHFL-TOPSIS) based on TOPSIS method of double-layer fuzzy language to evaluate the effectiveness of the existing fog and haze governance system in China. Firstly, the paper constructs the evaluation index system according to the existing haze governance measures, and then selects the city to be evaluated, with experts invited to give complex language evaluation in double language terms. Meanwhile the paper uses the double-layer hesitation fuzzy language knowledge to transform it into concrete evaluation value, and furthermore employs the improved deviation method to determine the objective weight of each expert under different indexes, with each expert’s evaluation value integrated, and each index weight determined by entropy method. Finally, TOPSlS method is used to rank the haze treatment effect of selected cities.
