《三亚市旅游民宿管理办法》制定的必要性与可行性分析

The Necessity and Feasibility Analysis of the Formulation of the"Measures of Tourist and Guesthouse Management in Sanya City"

近年来,旅游民宿在全国各地迅猛发展。一方面,旅游民宿盘活了部分农村闲置住宅资源,在美丽乡村建设和乡村振兴战略中发挥了重要作用。但另一方面,旅游民宿在急速扩张中也存在着大量棘手的瓶颈问题急需得到有效解决,引发的社会治理问题更需要动用依法治旅这一“新利器”加以规范。论文阐述了《三亚市旅游民宿管理办法》制定的背景、必要性、可行性,以期推动办法的颁布,依法治理旅游民宿问题。

In recent years,the tourist guesthouse has developed rapidly all over the country.On the one hand,it enlivens some idle rural residential resources and plays an important role in the construction of beautiful countryside and the strategy of rural revitalization.On the other hand,there are a large number of thorny bottleneck problems existing in the rapid expansion of tourist guesthouse,which need to be solved effectively,and the social governance problems caused by it need to be regulated by the"new weapon"of managing tourism by law.This paper expounds the background,necessity and feasibility of the formulation of the"Measures of Tourist and Guesthouse Management in Sanya City",with a view to promoting the promulgation of the measures and managing the problems of tourist guesthouse in accordance with the law.
