关于纵深推进我国绿色金融改革创新的思考--基于首批国家级绿色金融改革创新试验区的分析

党的十八大以来,生态文明建设逐步上升为国家发展战略,服务于传统产业绿色转型和绿色产业发展的绿色金融重要性日益突出。当前,我国绿色金融发展过程中面临着绿色金融激励机制和约束机制不健全、绿色金融标准化体系不完善、绿色金融信息披露不充分等问题。相比以往关注一个地区的改革实践,本文通过梳理国家首批五省八地绿色金融改革创新试验区改革创新路径及举措,学习绿色金融改革创新试验区的先进经验,提出推进我国绿色金融改革应完善绿色金融政策框架、推进绿色金融标准一致化、持续增强地方绿色金融能力建设等建议。

Since the 18th National Congress of the Communist Party of China,the ecological civilization construction has been gradually elevated to a national development strategy,and the importance of green finance serving the green transformation of traditional industries and the development of green industries has become increasingly prominent.As things stand,the development of green finance in China is faced with a series of problems such as the defective mechanisms of incentives and restraints for green finance,the incomplete green finance standardization system,and the insufficient disclosure of green finance information.Instead of focusing more on the practices of reforms in one region,this article summarizes the path and measures of reforms and innovations in China's first batch of green finance reform and innovation pilot areas,studies the advanced experience of green finance reform and innovation pilot areas,and proposes specific suggestions of perfecting the green finance policy framework,promoting the consistency of green finance standards,and continuously enhancing the capacity building of local green finance to promote green financial reform in China.
