基于PPP模式的农村生活垃圾处理问题研究--以河南省为例

以河南省农村生活垃圾处理领域的PPP模式应用为研究对象,探讨PPP模式应用于农村生活垃圾处理的困境与对策,发现PPP模式应用于农村生活垃圾处理存在着民营投资者面临较大风险、地方政府部门出现导向偏误、配套法规政策体系不完善、经济落后地区的PPP项目推进实施困难等问题。针对这些问题,必须不断完善PPP项目的定价机制和补贴机制、发挥政府部门的引导作用、建立合理有效的风险分担机制,如此才能有效发挥PPP模式在农村生活垃圾处理中的作用。

Taking the application of PPP model in the field of rural domestic garbage treatment in Henan Province as research object,this paper discusses the difficulties and countermeasures of applying PPP model to the treatment of rural domestic garbage,and finds that the application of the PPP model to the treatment of rural domestic garbage has some problems such as the large risks faced by private investors,the misorientation of local government departments,the inadequate supporting regulations and policies,and difficulties in implementing of PPP projects in economically backward areas.In response to these problems,we must constantly improve the pricing mechanism and subsidy mechanism of PPP projects,give play to the guiding role of government departments,and establish a reasonable and effective risk sharing mechanism.Only in this way can the role of the PPP model in the treatment of rural domestic waste be effectively brought into play.
