摘要
2020年我国土地市场将进入"双轨并行"的新阶段,国有土地征收和集体经营性建设用地上市,将从需求方推动规划编制和管理变革。当前国家正在全面构建多规合一、全域全要素的国土空间规划体系,本文探讨了集体经营性建设用地入市与乡镇国土空间规划的关系。围绕集体经营性建设用地上市流程,从总体规划、专项规划、详细规划三个层面提出了乡镇级国土空间规划需要开展的相关工作,为集体经营性建设用地有序进入市场提供技术支撑。
In 2020,China’s land market will enter a new stage of dual track parallel.The state-owned land acquisition and market entry transaction of collectively operated construction land will become a new situation for planning and management.At present,the country is building a planning system for national territorial space with multiple planning integration.This paper discusses the relationship between the township national territorial space planning and the market entry transaction of collectively operated construction land.From the three levels of master planning,special planning and detailed planning,the paper proposes the control means of township level planning for the market entry transaction of collectively operated construction land.
