东北再振兴背景下的东北地区县城宜居性研究

Research on the County Livability in Northeast China under the Background of Northeast Revitalization

本文针对东北地区县城宜居性较好与"新东北现象"①之间的矛盾,从县城宜居性构成、居民属性、人群特点三方面深入分析原因,研究认为东北地区县城的环境健康性、城市特色性、交通便捷性、市政支撑性发展较好,各组群居民追求也不高,对于当前的住房保障比较看重,但也存在进城务工组群和提前退休组群对住房保障、社会安全等不太满意的问题。进而,本文提出东北再振兴背景下的县城宜居性提升策略,包括完善住房保障、加强城市特色、引入高收入产业、提供体面工作、打造安全城市、鼓励外出打工等。

This paper aims to interpret the contradiction of good livability of counties of Northeast China and"new phenomenon of Northeast China"from three aspects such as livability compositions,resident attributes and resident groups.Studies reveal that environment health,county characteristics,traffic convenience,and municipal facilities of counties in Northeast China are good.The residents are not in pursuing the higher level of living,and are attaching importance to housing security.But there still exists some problems that the urban migrant worker groups and the early retirement groups are not satisfied with housing security and social security.Then from the aspect of county livability,this paper proposes revitalization strategies which include perfecting housing security,improving county characteristics,introducing high-income industries,providing decent work,constructing secure county,encouraging working outside and so on.
