强化北京村镇规划中水务管理的思考

在村镇规划中强化水务管理,对推动乡镇域规划和村庄规划落实“以水定城、以水定地、以水定人、以水定产”原则要求,加强和创新水务社会治理能力和公共服务水平具有重要意义。通过对北京村镇水务管理发展需求分析,总结村镇规划中强化水务管理需要把握的关键问题,提出水务管理的发展思路、主要原则和实现路径,阐述在节水、供水、排水和污水处理、防洪排涝、水生态保护等5方面落实强化水务管理的重要环节,并提出加强组织领导、坚守底线思维、强化治理体系等政策建议。

To strengthen water management in village and township planning,it is important to promote township planning and village planning to implement plans under the guidance of making plans for city,land,population and production based on water conditions during programming at the township level,as well as strengthening and innovating water social governance capacity and public service levels.According to demand analysis of water development and management in villages and towns in Beijing,key issues that need to be addressed in strengthening water management during planning of villages and towns are reviewed and summarized.It is concluded with forward outlook,main principles and paths of water affair management,five important respects to strengthen water management in the context of water conservation,water supply,drainage and sewage treatment,flood control and drainage,water ecological protection.Policy recommendations are given,including reinforcement of leadership,sticking to bottom line thinking and consolidating governance system.
