浦江县乡级河道划定实践与探索

Practices of river course demarcation at township level in Pujiang County

什么样的河流能够称之河道既是一个法律问题也是一个现实问题。根据法律规定,河道划分为省级、市级、县级和乡级。当前省、市、县级河道大都已划定公布,但很多地方至今没有划定乡级河道,给河道数量统计、河道建设与管理带来很多不便。浙江省浦江县水务局坚定不移践行“水利工程补短板、水利行业强监管”水利改革发展总基调,把强监管作为水利管理能力提升的主攻方向,在全县范围内开展乡级河道名录统一规范登记工作,在河道等级划定公布方面进行了积极有益探索,为浦江县深化河长制、实现河湖标准化管护奠定了坚实基础。

The definition of river courses is not only related to legal terms but also has practical implications.According to relevant stipulations,river courses can be categorized into those at provincial,municipal,county and township levels.Most of the river courses at provincial,municipal and county levels have been demarcated and published.However,river courses at the township level have not demarcated in many places,which causes inconvenience to statistical work,and construction and management.The Pujiang County Water Affairs Bureau of Zhejiang Province stands firm on implementing the keynote for water sector reform and development,which is making up the shortfall of water works and reinforcing supervision of the water sector,and regards supervision as the main focus for enhancing the ability of water management.With unified and standardized registration and completion of river directories in townships throughout the county,methodologies for river classification and publication are explored that provide a solid basis for the implementation of river chief system and standardized management and protection of rivers and lakes in Pujiang County.
