摘要
融合教育走向制度化,是国际融合教育运动的应有之义,也是我国融合教育实践的必然诉求。基于教育公平的价值观、以变革普通教育为核心、由封闭走向开放,是融合教育制度的基本特征。融合教育的制度形态体现为两个层面:宏观层面的融合教育管理体制与具体层面的融合教育实践制度。这两个层面分别涉及到教育与外部系统的关系,以及教育系统内部的制度构建。二者之间又紧密联结,共同构成了当代融合教育的制度体系。
The institutionalization of inclusive education is the core meaning of the international inclusive education movement,and also the inevitable tendency of inclusive education practice in China.The basic characteristics of inclusive education system are the values of educational equity,the core of which is to reform general education,and the transition from closed to open.The institutional form of inclusive education is embodied in two levels:the macro-level management systemof inclusive education and the practical system of inclusive education at the micro level.These two levels involve the relationship between education and the external system and the internal system construction.They are closely connected and constitute the contemporary system of inclusive education.
