现代村镇建设中新型人地关系的重构与协调机制研究

The Reconstruction and Coordination Mechanism of New Human-land Relationships for Modern Rural Settlement Construction

随着我国城镇化和工业化进程的加快,村镇建设面临着诸多方面的问题。人地关系是衡量村镇经济社会发展的一项重要标尺,可以体现村镇建设发展中的有序性、协调性与可持续性。在探讨现代村镇建设中人地关系的内涵与逻辑关系的基础上,从改善人居环境、促进产业发展、保护生态环境等方面构建了现代村镇建设中的新型人地关系。提出村镇建设中新型人地关系的调控机制,一是从外部管理方面,提出要制定调控政策,提升公共服务管理水平,发挥规划的引导作用;二是从内部协调机制方面,提出通过提升人居承载度,转变生产作用方式,生活、生产和生态融合的再组织,各个人地关系协调机制都由动力机制、过程机制和约束机制构成,其中约束机制对于人地协调的结果至关重要。以期形成新的村镇人地关系框架,促进村镇人地关系的积极互动与协调发展。

With the rapid process of urbanization and industrialization in China,constructions of the rural settlement are facing many problems.The relationship between human and land is an important yardstick for measuring the economic and social development of rural settlements,which can reflect the orderliness,coordination and sustainability in the development of rural settlement.On the basis of exploring the connotation and logical relationship of human-land relationship in the constructions of modern rural settlements,a new type of human-land relationship was constructed from the aspects of improving the living environment,promoting industrial development,and protecting the ecological environment.This paper proposes the regulation mechanism of the new type of human-land relationship in the process of construction.First,from the perspective of external management,regulatory policies are proposed to improve the level of public service management and play a guiding role in planning.Second,from the aspect of internal coordination mechanism,the promotion of resident capacity is introduced to change the mode of production and reorganize the integration of the ecology,life and production which is called"San Sheng"in Chinese.Each human-land relationship coordination mechanism is composed of a dynamic mechanism,a process mechanism and a constraint mechanism,among which the constraint mechanism is crucial to the result of human-land coordination.The constraint mechanism is also intended to change and form a new rural human-land relationship framework,promoting active interaction and coordinated development between human and land in rural areas.
