摘要
从整体上看,相对于东北地区未开通高铁的城市,高铁开通对沿线城市经济增长和固定资产投资增加具有显著的正向影响,但并未对沿线城市就业水平产生显著影响。高铁开通也没有对沿线城市第一产业增加值产生显著影响,但是对沿线城市第二产业和第三产业增加值呈现出显著的正向影响。东北地区中小城市与高铁开通前相比,第二产业和第三产业均有增速上的提升,而大城市经济增长并未因高铁开通而呈现明显变化,甚至第二产业呈现出增速放缓的态势。因此,在高铁通过后,东北地区应更加注重中小城市的发展,有意识地帮扶中小城市,并合理规划大城市发展,依托各区域优势发展经济,促进优质资源在各地区的合理分配。同时,政府应积极采取人才培养和引进政策,提高高端人才储备,为区域经济发展提供后续支撑力量。
Generally speaking,compared with the situation in the cities without high-speed railway services in Northeast China,the opening of high-speed railway has significantly positive impact on economic growth and fixed-asset investment of the cities along the railways,but does not have significant impact on the employment levels of such cities.The opening of the high-speed railways has not significantly affected the added value of the primary industry,but shown significant positive impact on the added value of the secondary and tertiary industries in the cities along the railways.Compared with the time when high-speed railways were not opened,the development growth of the secondary and tertiary industries has been improved,while the economic growth has not significantly changed and the secondary industry has even shown slower growth in large cities.Therefore,after the oPening of high-speed railways,the northeast region should pay more attention to the development of small and medium cities,consciously help small and medium cities,and rationally plan the development of large cities.It should rely on the advantages of each area to develop economy,and promote rational allocation of high-quality resources in each area.At the same time,the government should actively adopt talent training and introduction policies to increase the reserve of high-end talents,so as to provide follow-up support for regional economic development.
