Reflection on the Reform of Spatial Planning: Lessons Drawn from the Corona Virus Disease 2019

从新冠病毒肺炎事件可以反思我国未来空间规划理论体系的变革方向。规划应坚持以人为本的价值取向,满足人民全面发展需要。规划编制体系中,应纳入公共卫生、安全、健康等专项规划内容,程序上重视规划方案影响评价,方法上强调规划弹性、定量手段运用和从相关学科吸取营养。在规划的功能性理论构建中,应对城市的规模和结构、密度和紧凑、设施和布局方面加大科学研究力度,加强科学研究规范性,为规划实践提供科学的指导依据。

The incident of Corona Virus Disease 2019 provides us important enlightenments on the reform of spatial planning.The planning philosophy should stick to diverse value orientations and meet the people’s demands in all aspects.The planning system should embrace the following special plans such as public hygiene,safety,and health,evaluate the impacts of planning,and emphasize on the adaptation to the emergency,the application of quantitative tools,and the absorption of knowledge from related disciplines.In the development of function theories,more attentions should be paid to the rigorous research on city size and spatial structure,density and compactness,and public facilities and layout,aiming at providing academic base for planning practice.
