摘要
针对传统流域防洪末端治理的现状,提出“广域滞洪库容”理论,即突破传统水库处于流域相对低位的空间局限性,在相对高位形成广散分布的滞洪库容,通过采用遥控启闭闸门的低坝群管理控制,形成可随机启用的新增地表和地层临时性存水单元体系“可控动库容”,从而可以精准拦削洪峰,帮助传统水库有效进行洪水控制管理和增加雨洪资源蓄用。将广域滞洪库容理论应用于溪源水库,通过建立“广域滞洪库容”结合溪源水库的数学模型,对典型洪水和台风暴雨过程模拟,分析验证了“广域滞洪库容”理论在洪水调度管理、水资源利用方面的可行性和优势。
Watershed flood control is a terminal reservoir management issue at present situation.This paper puts forward“wide-area storage capacity for flood detention”theory,which breaks the space limitations of traditional reservoir in the relatively low basin,and widely builds distributed detention capacity at relatively high level.Through the management and control of low dam group by remote control gate,the“controllable dynamic storage capacity”of new temporary surface and stratum water storage unit system that can be formed.It can accurate cut down flood peak,and helps traditional reservoir flood control management and increase the rain flood resources in storage effectively.This paper applies the theory of wide-area storage capacity for flood detention to XiyuanReservoir,and through the establishment of“wide-area storage capacity for flood detention”combined with the mathematical model of XiyuanReservoir,simulates the typical flood and the process of typhoons and heavy rains,analyzes and verifies the feasibility and advantages of the theory in flood dispatching management and water resources utilization.
