Analysis of Medical Resource Allocation in Response to COVID-19 Epidemic Prevention and Control

SARS以后围绕"一案三制"建立起来的突发公共卫生事件应急制度在新型冠状病毒肺炎疫情应对过程中暴露出的短板,背后的深层次原因是制度主义突发公共卫生事件应对方式"失灵",为向公共行政行动主义转向提供契机。以新型冠状病毒肺炎疫情应对中的医疗物资配置为例进行分析,发现突发公共卫生事件应急管理已经从本质上异于或超越了传统的制度主义基本逻辑范畴。结合当前我国卫生应急管理不同阶段情况,讨论了行动主义分析框架下医疗物资供给与配置的策略。

The public health emergency system after SARS built around "one case,three systems" exposed the shortcomings in the response to COVID-19 epidemic,the underlying reason is that approach to public health emergencies is ineffective,this situation provides an opportunity to turn to public policy activism. The study took the allocation of medical supplies in response to COVID-19 epidemic as an example,and found that the emergency management of public health emergencies has been fundamentally different from or beyond the traditional institutional logic. Finally,combining with the different stages of health emergency management in China,the strategies of medical supplies supply and allocation under the framework of activism analysis are discussed.
