新体制下基础测绘生产服务体系若干思考

Some thoughts on reconstruction of basic surveying and mapping system

针对根据本轮国务院机构改革后基础测绘管理的体制变化、测绘地理信息科学技术不断进步、基础测绘现实需求重点的发展变化等对改革基础测绘生产服务重点和模式提出的要求,依据《中华人民共和国测绘法》,从更好地适应满足自然资源"两统一"需要和经济社会发展需求的角度出发,应用全局的观念、系统的思维,对从整体上重新构建新的基础测绘生产服务体系进行了探索,明晰了新时期新体制下基础测绘核心业务内容,提出了与之相适应以及与体制改革要求相吻合的基础测绘技术体系、管理制度等问题,形成了重构基础测绘生产服务体系的方案,相关结果在当前正在开展的基础测绘"十四五"规划编制工作中得到了采纳和应用。

In the light of the institutional change of basic surveying and mapping,after the Institutional Reform of the State Council,the continuous progress of science and technology,and the development and change of the actual needs,according to the principle requirements of the Surveying and Mapping Law of the People’s Republic of China,from the perspective of better meeting the needs of "two unification" of natural resources and economic and social development,applying the global concept and systematic thinking,the paper explores of reconstructing a new basic surveying and mapping system as a whole.As a result,the paper defines the core business contents of basic surveying and mapping under the new system in the new era,puts forward the technical system and management system which are in line with the requirements of the system reform,and forms a scheme for reconstructing the basic surveying and mapping system,which have been adopted and applied in the preparation of the 14 th Five-Year Plan of Basic Surveying and Mapping currently under way.
