基层医疗卫生服务机构医护人员激励机制满意度调查——以佛山市S镇为例 被引量:13

摘要 目的:文章以基层医疗卫生机构为研究单元,从激励机制的视角展现了先发地区基层人力资源不容乐观的状况,调查分析其原因并提出应对措施.方法:使用深度访谈与调查问卷结合的形式,对佛山市S镇医护人员进行了调查研究.从薪酬、福利保障、培养学习制度、晋升制度、奖惩制度、绩效考评制度、荣誉奖励制度、人际关系、办公条件九个方面分析不同人口学特征与员工满意度的关系;使用SPSS25.0对314份有效问卷数据进行分析.结果:基层医务人员对激励措施的整体满意程度不高.对薪酬收入(M=2.85±0.858)和福利保障(M=2.89±0.83)的满意度最低;对人际关系满意度评价最高(M=3.66±0.77).基层医务人员在机构、性别、年龄、工龄、院龄、学历、职称、职位以及月收入等特征上对激励措施满意度评价存在显著差异.结论:应加大政府对基层卫生投入和财政补助比例,加强经济激励;建立体现按劳分配的绩效考核制度;同时根据医务人员的个人特征灵活实施因人而异的多层次激励措施;重视非经济性激励措施,培养员工的内在动力和积极性. Objective To survey the status of incentive mechanism of primary medical and health institutions in S Town of Foshan City,analyze its reasons,and put forward countermeasures.Methods The medical staffs in S Town of Foshan City were surveyed with in-depth interview and questionnaires from aspects of salary,welfare guarantee,training and learning system,promotion system,reward and punishment system,performance evaluation system,honor and reward system,interpersonal relationship,and office environment.Data was analyzed with software of SPSS25.0.Results The grass-roots medical professionals'overall satisfaction degree on incentive measures was not high,in which the lowest was on salary income and welfare protection,and the highest was in interpersonal relationships.The grass-roots medical professionals had significant differences in satisfaction degree on incentive measures among different genders,ages,duration of occupation,duration of services in hospital,education background,professional title,position and monthly income.Conclusion It is suggested to increase governmental input and financial subsidy on primary health services,establish a scientific performance appraisal system,build a flexible multi-level incentive system,pay attention to non-economic incentive mechanisms,and cultivate staffs'internal motivation.
