Spatial Structure and Evolution Trend of Social Security Programs for the Aged Funded by Welfare Lottery Public Fund

学术界对1987年以来我国福利彩票公益金资助的养老保障项目类型以及公益金总额、分配结构、增长趋势等方面开展了有益探索,但对同期分省福利彩票公益金资助的养老保障项目的空间配置结构、特点与发展趋势等内容仍缺乏充分讨论。收集1988—2019年全国25个省已结束的1400个福利彩票公益金养老保障项目,分析这些项目的覆盖范围、空间布局特征与演变趋势。研究发现,非基础设施类养老保障项目占比高达74%;养老保障项目以普惠型为主,精神慰藉和心理疏导等非物质类服务项目趋势向好;波动型养老保障项目占比达73%。福利彩票公益金逐渐转投老年人社会融入、心理健康和高质量服务等项目是值得探索的主要问题。

The academic community has conducted useful explorations on the types of Social Security Programs for the aged funded by the welfare lottery public fund in China since 1987,as well as the total amount of welfare lottery public fund,distribution structures,and growth trends.Features and development trends are still not fully discussed.Collect the 1400 Programs that have been completed in 25 provinces across the country from 1988 to 2019,and analyze the coverage,spatial characteristics and evolution trends of these programs.The study found that non-infrastructure-based programs accounted for 74%;Inclusive programs are the main body,and non-material service items such as spiritual comfort and psychological counseling are trending better;Volatile projects account for 73%.Welfare lottery public funds should become a major source of social integration,mental health,and high-quality services for the elderly.
