基于单元制规划的配电单元发展水平评价方法

Research on the Evaluation Method of the Developmental Level of Power Distribution Units Based on Unit System Planning

在强调精准投资、精益管理理念的背景下,如何提升配电网规划的针对性、科学性和高效性成为新形势下电网发展建设亟待解决的问题。在配电网单元制规划的基础上,以配电单元为研究对象,构建了评价指标体系,找准配电单元现状电网发展存在的突出问题,量化需求的紧要迫切度,制定基于单元制规划的配电单元发展水平评价模型。结合电网建设的重要关注点,从电网"内需"及"外需"两方面着手,梳理了影响配电网指标的关键要素,利用层次分析法对配电单元的发展水平进行了综合评价。

Under the background of emphasizing accurate investment and lean management concepts, how to improve the pertinence,scientificity and efficiency of power distribution network planning has become an urgent problem to be solved in the development and construction of power grid under the new situation. Based on the unit system planning of the power distribution network, with the power distribution unit as the research object, an evaluation index system has been constructed to identify the prominent problems existing in the current grid development of the power distribution unit, quantify the urgent need of the demand, and formulate the evaluation model of the developmental level of power distribution units based on unit system planning. Combined with the important concerns of power grid construction, the key factors affecting power distribution network indicators are sorted out from the two aspects of "internal demand"and"external demand"of the power grid, and AHP is employed to make a comprehensive evaluation of the developmental level of power distribution units.
