基于KPI指标驱动型医院绩效考核实践与探索

摘要 随着我国新医改不断推向深入,作为医改成败的关键所在公立医院改革面临新的形势和要求。绩效考核是公立医院改革中非常重要的系统性工程,对于促进公立医院公益性回归,建立现代医院管理制度,提高医院管理水平和调动员工积极性、创造性具有重要意义。航空总医院在既往绩效考核方式的基础上,导入关键绩效考核法(key performance indi cator,KPI),建立绩效考核体系框架并设定KPI考核指标目标值,促使全院上下对医院发展战略和相关绩效考核目标有了更加清晰和统一的认识。随着新的绩效考核方案的施行,医院在提升医疗质量、减轻患者就医负担、提高医务人员劳动价值等方面取得了明显成效。本文就新的绩效考核方案的设计、执行、效果及存在的问题和建议做一阐述。 With the deepening of the new medical reform in China,the reform of public hospitals,as the key to the success of medical reform,is facing new situations and requirements.Performance appraisal is a very important systematic project in the reform of public hospitals.It is of great significance to promote the return of public welfare of public hospitals,establish modern hospital man agement system,improve the level of hospital management and mobilize the enthusiasm and creativity of employees.Based on the past performance appraisal methods,Aviation General Hospital introduces the key performance indicator(KPI),establishes the performance appraisal system framework and sets the KPI appraisal target value,so that the hospital has a clearer and unified understanding of the hospital's development strategy and related performance appraisal targets.With the implementation of the new performance appraisal program,the hospital has made remarkable achievements in improving the quality of medical care,reducing the burden of patients,and improving the value of medical staff.This paper expounds the design,implementation,effect,existing problems and suggestions of the new performance appraisal scheme.
