当前,构建现代医院治理体系,强化医院治理能力,不但是国家顶层设计指导下现代医院发展的需要,也是医院管理者应深入探讨的重要课题。医院是一个庞大而复杂的机构,在医院管理中,议而不决,决而不行,有布置无检查的现象仍普遍存在,从而严重影响了医院管理成效。本文就建立医院管理督办机制的必要性,医院督办体系与运行机制的规范程序,督办结果与奖惩及问责相关联问题等方面做了初步论述。以期努力提升医院决策的执行力,强化医院治理能力。

At present,the construction of a modern hospital management system and the strengthening of hospital management capabilities are not only the needs of the development of modern hospitals under the guidance of the national top-level design,but also an important topic that hospital managers should deeply discuss.Hospitals are large and complicated scientific and technological units.In hospital management,and there is still widespread phenomenon of arrangement without inspection like discussion without decisions,decisions without actions,thus seriously affecting the effectiveness of hospital management.This article discusses the necessity of estab lishing a hospital management and supervision system,standardized procedures for hospital supervision system and operation mecha nism.The results of supervision are related to rewards and punishments and accountability.It is hoped that efforts will be made to im prove the execution of hospital decisions and strengthen the hospital's governance capability.
