乡村振兴背景下的黑龙江农村妇女土地权益——基于社会性别视角

Rural Women’s Land Rights in Heilongjiang under RuralRevitalization from a Gender Perspective

土地是农村稳定的关键。土地制度设计是否具有科学性、前瞻性和社会性别视角,直接关系到农村妇女民主权利实现和经济利益分配等核心权益。稳定的土地财产权、明确的组织成员权对于消除妇女贫困,实现妇女赋权,推进基层民主具有重要意义。在当前妇女土地权益受损现象仍时有发生的情况下,政府部门要提高社会性别主流化能力,推动相关立法和现有法律修改完善,从源头维护农村妇女合法土地权益;增强社会性别敏感,在政策的制定和执行中通盘考虑妇女儿童权益;畅通农村妇女土地维权渠道,明确相应部门的救济责任;提高妇女参与村庄公共事务管理和决策的能力,拓宽农村妇女政治赋权的路径。

Land is key to rural stability.In land system design,being scientific,far-sighted and gender-sensitive has a direct bearing on rural women’s core rights,including realization of democratic rights and distribution of economic interests.Stable land property rights and clear organizational membership rights are of great significance for eradicating women’s poverty,achieving women’s empowerment,and promoting grass-roots democracy.At present,women’s land rights are still being damaged from time to time.Government agencies need to improve the gender mainstreaming ability and facilitate the relevant legislation,amendment and improvement of existing law to safeguard the legal land rights of rural women;they need to be more gender-sensitive,taking into account the rights of women and children in policy-making and implementation;they need to open up the channels for safeguarding rural women’s land rights and make clear the relief responsibilities of the corresponding agencies;they need to enhance rural women’s participation in village public affairs management and decision-making,and widen the path to rural women’s political empowerment.
