女性低保受助者多维贫困的测量与致因

Measurement and Causes of Multidimensional Poverty of Female Subsidiaries

基于“完善社会救助制度研究”课题组对于低保受助者的调查,采用AF多维贫困计算方法,对女性低保受助者多维贫困现状与致因进行分析的结果表明,女性低保受助者除收入贫困外,还遭受着多个维度的贫困,并且存在城乡差异。具体来看,农村女性受助者多维贫困状况比城市严重。从各指标贡献率来看,教育、生活质量维度对农村女性受助者多维贫困贡献率较高,而健康、社交维度对城市女性受助者多维贫困贡献率较高。建议增强服务型救助,提高受助者的获得感;完善公共设施,优化社区环境,改善就业环境,增强女性的可行能力。

Based on the investigation of“Research on Improving the Social Assistance System”project,this paper uses the method of multi-dimensional poverty calculation to analyze the current situation and causes of multi-dimensional poverty of female low-income pension recipients.The study found that,female low-income pensioners also suffer from poverty in multiple dimensions,and there are differences between urban and rural areas in addition to income poverty.Specifically,the situation of multidimensional poverty of rural female recipients is more serious than that of urban ones.Through the contribution rate of each indicator,education and living quality contribute more to the poverty of rural female recipients,while health and social dimensions contribute more to urban female recipients.It is suggested that service-oriented assistance should be strengthened to improve access of recipients,public facilities should be improved,community environment should be optimized,employment environment should be improved,and women’s viable ability should be enhanced.
