党组织内嵌模式下的国有企业治理机制完善

Improving Governance of the State-Owned Enterprises by Embedded Party Organizations

国有企业作为党和国家事业发展的重要支柱力量,其根本属性是代表全民利益、承担公共责任,而这自然也与中国共产党的根本属性相一致。所以,党组织内嵌国有企业治理结构无疑对从根本上破除所有者虚位乃至由它衍生的内部人控制等问题具有巨大作用。可这项史无前例的创新在具体实践中依然存在诸多不足,需要予以进一步完善。为了"双向进入,交叉任职"的领导体制不至于走向个人内嵌、分散内嵌的误区,需要科学开展体制健全;为了国有企业能够充分利用公有制的特殊性与市场化的一般性进而增强国际竞争力,需要准确把握内嵌之度;为了国有企业基层党组织工作与生产经营相融合,需要深度夯实基层党建。总而言之,党组织内嵌国有企业治理结构需要与时俱进,在完善中逐步走向成熟。

As the pillar of the developmental cause of the CPC and China,the State-owned Enterprises(SOE)are characterized by their mission to represent the interests of all Chinese people and undertake public responsibility.This is naturally in line with the intrinsic property of the CPC.Therefore,the incorporation of the Party organizations into SOEs will play a significant role in fundamentally solving the problem of the absence of the owner and some other derived problems facing SOEs.However,there are some difficulties in the implementation of this unprecedentedly innovative policy,which calls for further improvement.In order to prevent the leadership system of"two-way embedment and cross appointment"from slipping into the mistaken modes of personal embedment and distributed embedment,we have to improve the system in a scientific manner.In order to enable the SOEs to make full use of the unique advantage coming with the public ownership and the common advantage due to the market system so as to increase their international competitive edge,we have to keep the degree of embedment under a precise control.In order to achieve an integration between the Party’s primary-level organization work and the production activities in SOEs,we have to profoundly consolidate the construction of the primary-level Party organizations.In a nutshell,the governance structure of the SOEs with embedded Party organizations should keep up with the times an dgradually progress towards maturity by making improvements continuously.
