人力资源是企业的第一资源,人力资源的状况决定和影响着企业的转型升级。转型升级背景下,加强中小民营企业人力资源管理,有利于改善企业人力资源状况、激发企业人力资源潜能、促进企业转型升级。文章在深入分析转型升级对中小民营企业人力资源管理客观要求的基础上,重点探讨了转型升级中的中小民营企业人力资源管理存在的主要问题,并有针对性地提出了基于转型升级的中小民营企业人力资源管理相关策略,如创新人力资源管理模式、构建战略导向的企业人力资源规划体系、建立行之有效的员工激励机制、提升人力资源管理者的素质和能力等。

Human resources are the most important resources of enterprises.The situation of human resources determines and affects the transformation and upgrading of enterprises.Under the background of transformation and upgrading,strengthening the human resources management of small and medium-sized private enterprises is conducive to improving the human resources situation of enterprises,stimulating the potential of human resources of enterprises and promoting the transformation and upgrading of enterprises.Based on an in-depth analysis of the objective requirements of the transformation and upgrading for the human resources management of small and medium-sized private enterprises,this paper focuses on the main problems existing in the human resources management of small and medium-sized private enterprises during the transformation and upgrading,and puts forward relevant strategies for the human resources management of small and medium-sized private enterprises based on the transformation and upgrading,such as innovating the human resources management mode,constructing a strategic-oriented enterprise human resources planning system,establishing an effective employee incentive mechanism,and improving the quality and ability of human resources managers.
