中俄“长江-伏尔加河”经贸合作性质及路径的选择

On the Nature and Path Choice of Sino-Russian“Yangtze River and Volga River”Economic and Trade Cooperation

中俄“长江-伏尔加河”合作,从合作性质来看,属于非毗连跨境次区域经济合作;从合作目标来看,更强调两地优势互补,共同发展,并没有区域经济一体化的目标要求;从合作路径来看,更适合走贸易投资便利化的建设。因此,中俄“长江-伏尔加河”合作机制从形式上看有更加松散、更少约束、更加灵活、更加开放和包容的特征,与我国当前构建海陆统筹、东西互济、面向全球的开放新格局和优化经济发展空间的战略构想相一致。

In its nature,the cooperation between China and Russia around the Yangtze River and the Volga River is a non-contiguous and cross-border sub-regional economic cooperation.In its objective,the cooperation puts more emphasis on the complementary advantages and common development of the two regions,without requirement for regional economic integration.In its path,the cooperation is suitable for the construction of trade-and-investment facilitation.Therefore,the mechanism of Sino-Russian“Yangtze River-Volga River”cooperation is of such characteristics in form as being more decompacting,less constrained,more flexible,more open and more inclusive,which is rightly in agreement with the present strategic conception in our country to construct a new pattern of opening-up facing the world,to optimize the space for economic development,with the sea and the land as an integrated whole,and with the east and the west mutually aided.
