设计院主导的总承包模式项目管理分析——结合地铁人防总承包项目

近几年来,国家陆续发布了多项关于发展总承包管理模式的政策性文件,工程总承包管理模式也由于其特殊的优势,越来越多的应用到工程项目管理之中。今年住建部正式发布并实施了《房屋建筑和市政基础设施项目工程总承包管理办法》,进一步明确了工程总承包项目的承包范围和承接主体的资质。很多设计单位也因其自身技术方面的优势,参与到工程总承包项目中来。文章以设计院主导的地铁人防工程总承包实例,对设计院牵头的工程总承包项目管理进行论述和分析。

In recent years, the state has issued a number of policy documents about the management model of Engineering Procurement Construction(EPC). Because of its special advantages, the management model of Engineering Procurement Construction is more and more applied to project management. This year, the Ministry of Housing and Construction formally issued and implemented the measures for the Management of Engineering Procurement Construction of Housing Construction and Municipal Infrastructure Projects, further clarifying the contracting scope of the engineering procurement construction and the qualifications of the main body to undertake the project. Many design units also participate in the engineering procurement construction because of their own technical advantages. Taking the subway civil air defense engineering procurement construction led by the design institute as an example, this paper discusses and analyzes the project management of the subway civil air defense project led by the design institute.
