“新冠”疫情公共卫生危机的发生,再次警示人们,当今世界仍处在风险社会,重大风险的客观存在难以避免。但是,有风险的存在未必一定导致危机的发生,风险与危机处在一个连续体上的不同阶段。无论是从公共卫生重大风险的致灾机理分析,还是从“新冠”疫情风险防控的实践考察都充分证明,公共卫生重大风险是可以治理和防控的。构建系统、科学的风险治理机制是实现对公共卫生重大风险治理的关键。公共卫生重大风险治理机制包括风险评估机制、研判机制、决策机制和防控机制。

The public health crisis of the COVID-19 pandemic is a reminder that the world is still at risk and even subject to inevitable major risks.However,the possible existence of risk does not necessarily lead to crisis,since risks and crises are different stages of a continuum.Either based on the analysis of the disaster-causing mechanism of major public health risks or judging from the examination of the risk prevention and control of the COVID-19 pandemic,it is fully proved that major public health risks can be controlled and prevented.Building systematic and scientific risk governance mechanisms is the key to achieving governance of major public health risks.Governance mechanisms for major public health risks include risk assessment mechanisms,research and judgment mechanisms,decision-making mechanisms and prevention and control mechanisms.
