庆阳市农村土地流转现存问题及建议——基于735份问卷统计分析

Existing Problems and Suggestions on Rural Land Circulation in Qingyang City——Statistical Analysis Based on 735 Questionnaires

为探究庆阳市农村土地流转的现存问题,文章运用问卷调查法与非结构化访谈法,以经济发展较为落后的甘肃省庆阳市农村为研究区,得出现存土地流转的问题,主要是农民对该政策的不理解,土地流转意愿低、政策落实困难、土地流转市场不完备、流转效率低下和流转行为不规范。在此研究基础上,提出推动土地流转的合理化建议,包括政策相对倾斜、各级组织协调配合、提高农村居民受教育程度、培育新型农业主体、加强基础设施建设、培养乡村中坚力量、实现土地高效流转,将土地流转具有改善耕地低效利用、提高农户经济收益、促使人地高度匹配等优势落实到实处。

In order to explore the existing problems of rural land transfer in Qingyang City,the article uses questionnaire survey methods and unstructured interview methods to study the rural areas of Qingyang City,Gansu Province,where the economic development is relatively backward,as a research area.Farmers do not understand the policy,low willingness to transfer land,difficult implementation of the policy,incomplete land transfer market,low transfer efficiency and irregular transfer behavior.Based on this research,the rationalization suggestions for promoting land transfer are proposed,including relatively inclined policies,coordination and coordination of organizations at all levels,improving the educational level of rural residents,fostering new agricultural subjects,strengthening infrastructure construction,cultivating rural backbones,and realizing land efficiency circulation,that the land transfer has the advantages of improving the inefficient use of cultivated land,increasing the economic returns of farmers,and promoting a high degree of human-land matching.
