摘要
通过历时梳理和共时分析,以多源流理论为分析框架,大致展现了《职业教育法修订草案(征求意见稿)》的制定过程。问题流由职教界出现的危机事件和现行职教法中获得的消极反馈汇聚而成;政策流由对"原汤"的不同理解和层层介入构成;政治流由依法治教的政治主张、国家教育改革和发展(规划)纲要的要求和国民情绪与执政党理念组成。三大源流不断互动、耦合,最终通过政治流中三个有效因素配置的钥匙开启了"政策之窗",使《职教法修订草案》最终进入公众视野,开启了职教法修订的新局面。
Through the diachronic combing and synchronic analysis, the formulation process of the draft revision of Vocational Education Law(draft for comments) is roughly demonstrated with the multi-source theory as the analysis framework. Problem flow is composed of crisis events in vocational education field and negative feedback from current Vocational Education Law;Policy flow consists of different understandings of stock and layers of intervention;Political flow consists of the political idea of governing education according to law, the requirements of the National Education Reform and Development Program, the national mood and the idea of the ruling party. The three flows interacts and couples with each other continuously. Finally, the window of policy is opened through the key of three effective factors in the political flow, which makes the Draft Revision of Vocational Education Law finally get into the public vision and opens a new situation of the revision of Vocational Education Law.
