全球科技治理格局下的开放创新体系建设

Construction of an open innovation system in the context of global science and technology governance

从新兴经济体崛起、开放与保护的较量、美中以科技为基础的经济竞争、多边与单边的对垒4方面梳理了全球经济和科技治理格局的变化;从加强中国参与全球科技治理的统筹协调,国内治理和全球治理,自主创新和开放创新,政府、市场和社会机制4方面提出开放创新体系建设的总体思路;从推动核心技术原创性突破、深化国际科技创新合作、打造国际科技合作平台、提升国家科技创新软实力4方面提出建设开放创新体系的重点任务和建议。

Firstly,the paper sorts the new changes of global economic and technological governance pattern from four aspects:the rise of emerging economies,contest between openness and protection,technology-based economic competition between the United States and China,and the multilateral and unilateral confrontation.Secondly,a general idea of building an open and innovative system is proposed concerning strengthening China’s overall coordination in global science and technology governance,domestic governance and global governance,independent innovation,and open innovation,government,market and social mechanisms.Finally,this paper puts forward the key tasks and suggestions for building an open innovative system in terms of promoting original breakthroughs in core technologies,deepening international cooperation in scientific and technological innovation,building an international platform for scientific and technological cooperation,and enhancing the soft power of national scientific and technological innovation.
