摘要
作为一种基层治理方式的参与式预算,强调赋予参与主体平等的协商权利、提升决策的合法性等,从而有利于提高治理效率、实现公共利益并促进社会公正。然而,经验研究表明:在参与式预算实践中存在诸如协商中的精英主义倾向、协商过程秩序混乱以及难以达成群体“共识”等系列问题,阻碍了参与式预算的发展。为此,需要协商民主要素的嵌入,通过构建参与式预算的平等协商机制,完善信息公开和专家培训机制等举措来解决此类问题,进而提升协商民主的治理绩效。
Participatory budgeting,as a kind of grassroots governance,focuses on giving equal rights to negotiation to the negotiating body,focuses on improving the legitimacy of decision-making,which is conductive to improving administrative efficiency,realizing public interest and promoting social justice.However,in practice,we have found that participatory budgets also have the tendency of elitist negotiation,disorderly order of the negotiation process,and difficulty in reaching the“consensus”of the group.Based on this,the embedding of elements of deliberative democracy can be achieved by constructing an equal consultation mechanism for participatory budgeting,optimizing the information disclosure mechanism of participatory budgeting,and improving the expert training mechanism of participatory budgeting,thereby improving the governance performance of deliberative democracy.
