城乡基本公共服务均等化的减贫效应研究

Research on the Poverty Reduction Effect of Urban-Rural Basic Public Service

本文利用2010年、2012年、2014年和2016年四期中国家庭追踪调查数据构造的面板数据,将城乡基本公共服务均等化水平和省级宏观数据与之进行匹配,实证分析了城乡基本公共服务均等化与相对贫困减缓之间的相互关系。研究发现,城乡基本公共服务均等化水平对家庭相对贫困缓解有着显著作用,城乡基本公共服务的变异系数越低,越有利于相对贫困问题的缓解。同时,农村基本公共服务均等化水平提高所带来的减贫效应显著高于城市地区,东部、中部及西部地区推进城乡基本公共服务均等化所带来的减贫效应都较为显著。东中西部地区在努力提高整体公共服务综合水平的同时,也应重视公共服务的均等化问题,尤其是中部地区。

This paper uses the Chinese Household Tracking Survey of 2010,2012,2014 and 2016 to construct the basic panel data,and matches the measured equalization of urban-rural public service with the provincial corresponding macro data are matched with it.The causal relationship between the equalization of urban-rural basic public services and relative poverty alleviation is analyzed.The study finds that the level of equalization of urban-rural basic public services has a significant effect on the alleviation of household relative poverty.The lower the variational coefficient of urban-rural basic public services is,the better the relative poverty has been reduced.In terms of sub-samples,the poverty alleviation effect brought by the improvement of the equalization level of basic public services in rural areas is significantly higher than that in urban areas.In addition,the poverty reduction effects brought by the promotion of equalization of urban-rural basic public services in the eastern,central and western regions more significant.When the eastern,central and western regions strive to improve the overall level of public services,they should also pay more attention to the distribution of public services,especially in the central region.
