Study on New Progress and High-Quality Development of"the Belt and Road"Capacity Cooperation

2019年中国开启了高质量共建“一带一路”新征程,中国与“一带一路”国家产能合作新进展主要体现在对外直接投资平稳增长,对外承包工程快速增长;对外投资产业结构持续优化,一批重大项目顺利推进;产能合作地域越来越广,第三方合作伙伴进一步增多等方面。但在“一带一路”产能合作高质量发展过程中,存在东道国营商环境欠佳,企业运营和投资效益受到影响;高质量人才缺乏,跨文化管理面临挑战;融资和资金汇兑难,与国际多边金融机构合作不足等问题。为促进中国与“一带一路”国家产能合作高质量发展,应进一步完善顶层设计,优化产能合作政策环境;开拓新商业模式,创新投融资机制;鼓励企业“抱团出海”,提升园区发展质量;进一步加强与国际组织合作,完善第三方合作机制;实施本土化策略,推进跨文化管理。

In 2019,China has started a new journey of building high-quality"the Belt and Road",and the new progress of production capacity cooperation between China and"the Belt and Road"countries is mainly reflected in the steady growth of foreign direct investment and rapid growth of foreign contracted projects;the industrial structure of foreign investment continues to be optimized,and a number of major projects are smoothly advanced;the geographical area of production capacity cooperation is getting wider and wider,and the number of third-party partners is further increasing.However,in the process of high-quality development of"the Belt and Road"production capacity cooperation,there is a poor business environment in the host country,which affects the operation and investment efficiency of enterprises;there is a lack of highquality talents and challenges to cross-cultural management;there are problems of financing and exchange of funds,and insufficient cooperation with international multilateral financial institutions.In order to promote the high-quality development of China's production capacity cooperation with the"the Belt and Road"countries,it is necessary to further improve the toplevel design and optimize the policy environment for production capacity cooperation;develop new business models and innovative investment and financing mechanisms;encourage enterprises to"go to sea in groups"and improve the quality of park development;further strengthen cooperation with international organizations and improve third-party cooperation mechanisms;implement localization strategies and promote cross-cultural management.
