多维二元结构视角下养老保险全国统筹的现实困境与路径选择

The Realistic Dilemma and Path Choice of National Pooling of Endowment Insurance from the Perspective of Multi-Dimensional Dual-Structure

从城乡、体制、区域三个视角构建多维二元结构分析框架,透视养老保险全国统筹的现实困境与路径选择发现:我国养老保险制度自建立起就深受多维二元结构的影响,并逐渐形成多重二元分割的局面。而当前的养老保险全国统筹改革在突破城乡与体制结构的束缚后,其困境集中体现为区域二元结构的限制。鉴于此,应从设计合理统一的制度参数、明确中央与地方责任划分、平衡区域间利益关系和理顺组织管理体制等方面推动养老保险全国统筹。

The multi-dimensional dual-structured analysis framework including urban and rural structure,institutional structure and regional structure is proposed in this paper,in order to analyze the realistic dilemma and path choice of national pooling of endowment insurance. Based on this framework,it can be found that since the establishment of China’s endowment insurance system,it has been deeply affected by a series of dual structures,and has gradually formed a situation of multiple binary segmentation. However,after the current national overall planning reform breaks through the shackles of urban and rural and institutional structure,its predicament is embodied in the restrictions of regional dual structure. In view of this,we should put forward the policy choice of promoting the national pooling of endowment insurance from four aspects: designing reasonable and unified system parameters,clarifying the division of responsibilities between the central government and the local government,balancing the interest relationship between regions and rationalizing the organization and management system.
