Communication Mechanism of Environmental Risk Governance: Realistic Dilemma and Perfection Path

环境风险沟通是改变风险轨迹、防范危机爆发的有效手段,在环境风险治理中具有重要意义。然而,我国在环境风险沟通中面临三重困境,即环境行政主管部门沟通意识亟待提升,环境风险沟通法律规定有待细化,环境领域专业人员风险沟通能力亟需增强。应从提升公众参与水平以转向协商式沟通、夯实信任基础以增强治理能力、引入"互联网+"模式以借力技术优势、发挥媒体作用以加快信息传递、健全法律救济以保障公民权利等方面加以完善。

Environmental risk communication is an effective means to change the risk trajectory and prevent crisis outbreaks. It has important significance in environmental risk governance. However, China faces three dilemmas in environmental risk communication, namely, the awareness of environmental administrative authorities need to be improved, the regulations on environmental risk communication need to be refined, and the risk communication ability of professionals in the environmental field needs to be strengthened. The public participation level should be shifted to negotiation. We need to improve public participation level to turn to consultative communication,consolidate the trust foundation to enhance the governance capacity, introduce the "Internet + " model to leverage technological advantages, play the role of the media to speed up information transmission, and improve legal relief to protect citizens’ rights.
