The experience of Japan in planning and building the capital circle implies that in the process of promoting China’s capital circle to a world-class level,five relations,respectively that between the current and future situation,between the decentralization and centralization,between the universality and personalization,between concentration and connectivity and between human beings and nature,should be properly handled.
