本文研究在发生突发公共卫生事件时,口罩产品因供求关系严重失衡导致价格剧烈上涨,市场秩序紊乱,出现群众购买口罩"一罩难求"的局面,人民生活受到严重影响,社会因随之加重的恐慌情绪产生不稳定风险。在2020新型冠状病毒突发事件作为研究模型的基础上,研究在应急状态下,市场监管部门通过鼓励纺织品商业协会等社会团体构建统一团体标准,适当放宽口罩生产门槛,对市场进行合理干预的必要性。根据习近平总书记《全面提高依法防控依法治理能力,健全国家公共卫生应急管理体系》相关文章精神,通过对构建口罩应急标准的论述,希望可以在实践中延伸到其他各类在突发事件中供需失衡的民用卫生用品,从而形成统一的、快速响应的应急生产标准制度。

In the event of public health emergencies, the severe imbalance between supply and demand of masks causes a sharp rise in price. The market order is in chaos, and it is very difficult to buy a mask. People’s life is seriously affected, and the society is at risk of instability because of the increased panic. Based on the 2020 COVID-19 emergency as a research model, this paper studies that in emergency, the market supervision department should encourage the textile business association and other social organizations to develop unified social organization standard, appropriately reducing restrictions for mask production, and making reasonable intervention in the market. According to the spirit of Xi Jinping’s article named "Improving the Ability of Prevention and Control in an All-round Way According to Law, Enhancing the National Public Health Emergency Management System", the paper discusses the development of mask production standards in an emergency, hoping to establish a unified and rapid response emergency production standards system covering mask and other civil sanitary products.
