养老服务标准制定现状、问题及对策分析--基于全国标准信息公共服务平台数据

Analysis of the Status quo, Problems and Countermeasures of the Development of Old-age Service Standards--Based on the Data of National Public Service Platform for Standards Information

本文以全国标准信息公共服务平台数据为研究对象,采用EXCEL、spss statistics等数据统计分析软件,对养老服务标准数量、类型、性质、计划状态、归口单位、执行单位、主管部门、所属地区,发布、实施时间等要素进行统计分析;根据分析数据,得到国家标准、行业标准、地方标准的特点,以及相互之间的异同;提出养老服务标准化建设,首先需要构建政府宏观引领养老服务标准制定体系,逐步带动行业标准和团体标准起步发展;其次各省级行政单位需结合发展需要,全面重视养老服务标准建设工作;第三,社区养老、居家养老标准化建设需要进一步完善强化;第四,老年人用品、养老服务设施设备标准急需研制。

This paper takes the data of national standardization information public service platform as the research object, using EXCEL, spss statistics and other statistical analysis software to analyze the number, type, nature, plan status, responsible unit, executing unit, competent department, and region of the old-age service standard and its release and implementation time and other factors. According to the analysis data, it obtains the characteristics of national standards, industry standards and local standards, and similarities and differences between them. To standardize the construction of old-age services, it puts forward suggestions in four aspects: first, establish a government macroleading service standard development system, and gradually drive the development of industry standards and group standards;second, provincial-level administrative units need to combine development needs and pay full attention to the construction of old-age service standards;third, the standardization of community and home-based senior care needs to be further improved and strengthened;fourth, the standards on equipment and facilities for the elderly are urgently needed.
