Grasp the Essence of Standards and Apply the Standards Accurately

本文对《中国标准化》2019年第3期(下)刊出的《GB/T 28863-2012与其他监督抽样标准的对比应用分析》一文中的一些观点存有质疑,并提出自己的观点。指出只有弄清国家监督抽查标准的设计原理与工作方案,才能准确地应用标准开展监督抽样检验,才能最大限度地发挥标准的作用。否则,不仅不能正确应用标准,而且很可能会出现邯郸学步的结果。

This article has some different opinions towards Analysis on the difference and application of GB/T 28863-2012 and other supervision and sampling inspection standards published in China Standardization, 2019, Issue 3(Part 2). It points out that only by making clear the design principle and working plan of the national supervision and sampling inspection standards, can the standard be used to carry out supervision and sampling inspection accurately, and the roles of the standards can be brought into full play. Otherwise, not only the standards cannot be used accurately, but it will lead to the consequence of copying for copying’s sake.
