Modernizing the national governance system and capabilities——On the confidence of socialist system with Chinese characteristics

十九届四中全会,提出推进国家治理能力和治理体系现代化,其频繁出现“制度”一词,要求我们坚定制度自信,以推进国家治理能力和治理体系现代化。中国特色社会主义制度扎根于中华优秀传统文化的土壤,汲取世界有益文明成果,并在党的领导下发挥制度集中力量办大事的优势,使之凝聚社会共识,转化为推动社会发展强大动力。从其历史发展的“积淀”、制度自信的“理论”来源和我国具体国情的“实践”三维视角来探究制度自信,以推动国家治理体系和治理能力现代化。

At the Fourth Plenary Session of the 19 th Central Committee of the CPC,it was proposed to promote the modernization of national governance capacity and governance system,and the term"system"frequently appeared,which requires us to strengthen institutional self-confidence in order to promote the modernization of national governance capacity and governance system.The socialist system with Chinese characteristics is rooted in the soil of Chinese excellent traditional culture,draws on the world’s beneficial achievements in civilization,and under the leadership of the party,gives full play to the advantages of the system’s concentrated efforts in major events,so that it can gather social consensus and turn it into a powerful driving force for social development.From the perspective of the accumulation of its historical development,the theoretical source of institutional self-confidence and the three-dimensional practice of China’s specific national conditions,this paper explores institutional self-confidence in order to promote the modernization of national governance system and governance capacity.
