高校研究生学术行为与评价机制关系实证考察

摘要 近年来执行学术规范和学术不端行为井喷式爆发,高校研究生作为未来的学术主力,应当是学术规范和学术道德的重要培养对象。高校评价体系功利化造成了规范性学术行为和失范性学术行为的不同境遇,从而将学术伦理的坚守"他者化"为失德洪流中的异端。以A高校研究生发文情况、奖助金评选结果和建立期刊负面清单的B高校研究生发文情况的变化为研究对象,以实证研究的方式阐述两高校的不同评价机制下研究生的发文现状及其产生的后续影响。针对高校学术评价机制进行分析,提出高校应从建立以"负面清单"为主导"正面清单"为补充的学术评价体系、建立学术流程动态监督机制和奖助学金分类实施的程序保障机制、树立以正当程序为核心的学术评奖法治化原则、加强学生学术道德培养等方面改进高校学术评价机制。实现评价体系科学化与评奖结果实质公平,形成有利学术诚信的长效机制。 In recent years,problems in academic norms and academic misconduct have been blown out.Postgraduates in universities,as the main academic force in the future,should be considered as important training targets for academic norms and academic morality.The utilitarianization of the evaluation system in universities has created different situations of normative academic behaviors and anomie academic behaviors,thereby insisting on the"otherness"of academic ethics into heresy in the ethics field.Based on the changes in the post of the postgraduates of A colleges,using the results of the scholarship awards and the changes in the post of the postgraduates of B colleges,which established as a negative list of journals,as research objects,the empirical research method is used to explain the current situation of the post of postgraduates under the different evaluation mechanisms of the two universities and the resulting subsequent impact.According to the analysis of the academic evaluation mechanism of universities,it is proposed that universities should start with establishing an academic evaluation system supplemented by a"negative list"as the leading role and a"positive list"as a control group,establishing a dynamic monitoring mechanism for academic processes and a program guarantee mechanism for the classification and implementation of scholarships,and establishing due process to improve the academic evaluation mechanism of colleges and universities in terms of the core principles of rule of law for academic awards and strengthening the cultivation of students'academic morals.The aim is to realize the scientific evaluation system and the fairness of the award results,and form a long-term mechanism conducive to academic integrity.
