旅游景区农村住房建设管理研究——以《昆明市转龙镇农村住房建设规划管理办法》为例

Research on Rural Housing Construction Management in Tourist Attractions--A Case of Administrative Measures for Rural Housing Construction Plan in Zhuanlong Town of Kunming

农村住房建设是美丽乡村建设、脱贫攻坚的核心内容。为了有效管理农村住房建设,制定切实有效的管理手段和有效的村民对话机制尤为重要。本文以昆明市禄劝县轿子雪山旅游景区下的转龙镇为例,通过细化管理、强化流程、简化表格、显化宣传的方法制定可落地的《昆明市转龙镇农村住房建设规划管理办法》。管理办法在颁布后有效缓解了较为紧张的干群关系,指导实施了一批符合地方风貌特色的农村住房建设。

Rural housing construction is the core content of beautiful countryside construction and poverty alleviation.In order to effectively manage rural housing construction,it is particularly important to formulate effective management methods and effective mechanism for the dialogue of the villagers.Taking Zhuanlong Town under Jiaozi Snow Mountain Tourism Scenic Spot in Luquan County,Kunming as an example,this paper formulates the applicable"Administrative Measures for Rural Housing Construction Plan in Zhuanlong Town of Kunming"through detailed management,strengthened process,simplified forms and explicit publicity.After promulgation,the management measures have effectively eased the relatively tense relations between cadres and the masses and guided the implementation of a number of rural housing constructions that conform to local features.
